Aaverting to your memo of the 13th. inst. I
and
beg to state that the amount collected for rates for last
half year of 1890,$207,810.84, first half year of 1891
amounting to $154,621.82, the amount of outstanding arrears
for each half year, the former is $6,890.38 and the latter
is $59,579.40.
The reason for permitting such a large amount
to accumulate is as follows:-
1. In June 1830, or thereabout, the Treasury
was incumbered with additional works and Mr. Silva, who was
my assistant in preparing notices and receipts for the col-
lection of rates &c.,was entirely suspenced from these duti
es, in order to attend to the new works, thereby throwing the
whole buraen on myself which afterwards proved unmanageable
Consequently r. Wodehouse, the then Acting Treasurer
for a report detailing the work connected with the collect-
ion of Rates, (viue Report of 27th. June 1830), and after ale
consideration he promised to apply for an Assistant.

Since you have assumed charge of this Dept.,
I have invariably complained about being short handed in this
branch of the Treasury, I have respectfully urge upon you
(viae report of April 1891) the necessity of employing and
extra hand, and, until the necessary assistance is granted, I
fear the arrears will continue to accumulate, as it is phy-
sically impossible for de alone to attend to my books, and also prepare the notices, which should be sent out every
